Usually the quickest way is to use PPM: 

   PPM interactive shell (2.1.5) - type 'help' for available commands.
   PPM> install win32-tieregistry 
   Version 0.24 of 'Win32-TieRegistry' is already installed.
   Remove it, or use 'verify --upgrade Win32-TieRegistry'.
   PPM>

That is the message you should get if you already have it.  Otherswise it
should try to download and install it automatically.
