I use Komodo, free for non-comercial development, and I believe a
personal licence is about US $100 but check that out in activestate's
web site.

I previously used UltraEdit, which is a nice editor, but stops there.
With Komodo, you also get real-time syntax checking, debuger, regular
expression builder, etc, etc. Now I wouldn't dare doing anything but the
most basic perl scripts anywhere else... :)

I am interested to know what IDE/Editors you folks use to
write/develop/debug/test your Win32 perl code?

I have purchased Perl Builder, but some of the bugs and constraints in
it a /really/ annoying me.
