Another free IDE I have not seen mentioned is jEdit.

I have only experimented briefly with it but it looked promising. There are 
a number of plugins available for it including a spell checker. Generally I 
use Notepad on Windows and occasionally Open Perl IDE

which was mentioned in another reply to your question. On UNIX systems I 
use vi if I have too, otherwise I do my editing in Windows then convert the 
line endings and ftp it to the UNIX box.
