Stuart, Another free IDE I have not seen mentioned is jEdit.
http://www.jedit.org/ I have only experimented briefly with it but it looked promising. There are a number of plugins available for it including a spell checker. Generally I use Notepad on Windows and occasionally Open Perl IDE http://open-perl-ide.sourceforge.net/ which was mentioned in another reply to your question.
