The only way you could do this is by having your scripts run under a user account that has these priveleges.  AdminMisc should do what you want, you don't really need NetAdmin for most things if you have AdminMisc, IMHO.  As for how to make the users, you would use the same format as for the local accounts, but you would supply the name of the domain instead of the name of the server in the function.

How can I create Domain NT accounts through a CGi script running on an IIS win2000 member server, so not a root domain controller formerly a PDC
 
If it can be done show me how please. The only accounts I create through the cgi and the netadmin module are local and is not done on a very secure manner.
