Are you sure you want to do this? What if the user starts typing between when you check his idle time and when you shut down his machine? It might not happen often, but if I were that user, I would have some anatomically improbable suggestions for my sysadmin.
I suspect you would be better off using the power management features which all modern hardware already has. Suspended machines consume very little power. Alternately, you could ask your users to shut down their machines when they leave for the day. You could even ask them to turn off their lights while they are at it. Not all clever ideas are good.
