It does make sense. But, then if the onus did lie on the users, then there was no need to implement any of the system maintenance, disk management or other procedures. Things would have been just perfect. But, it is not that, they do not load patches when advertised, keep downloading junk from the net etc etc. So, better than corrective, adopt the preventive action.
About, the power management feature, well, we are talking about 2500 desktops, so, the power does add up, and if I have to save up, everyday, an inactivity of 8 hours, for 5 days a week, for 2500 desktops, is a serious wastage, isnt it?
About the user complaining, i remember, once I wrote a script to clean off all the .mp3 files, from the home directory of users, and someone came running, that he had renamed an important file as .mp3 to hide it from others (Some James Bond, eh?), and he thought hell broke lose. I did clean about 27.5 GB of disk space that very good day. but, things do go wrong, and someone pays up by mistake.
Anyways, your suggestion is real good, infact I think, I will meter the actual power consumption costs, when in suspend mode.
Any of you has worked in Hibernation mode, can that be tried as an option?

I suspect you would be better off using the power management features
which all modern hardware already has. Suspended machines consume
very little power. Alternately, you could ask your users to shut down
their machines when they leave for the day. You could even ask them
to turn off their lights while they are at it.
Not all clever ideas are good. In fact, most of them are quite the
opposite.
