As the author of Win32-Exchange, I'd suggest that this functionality isn't there, nor do I know where to find this info.
As well, I think it's part of a server-side rule on the individual mailboxes, but I'm not sure (and haven't ever looked for it). :) Sorry I can't be of more help, but wanted to steer clear of this one quickly.
