I assume the perl script will be running on win32...

Since you'll need admin rights on the unix/linux box to do this and the
normal way is to ssh and run init 6 or 0 why not create a user called reboot
who's shell is /sbin/reboot or whatever on each machine.

If you know it's a *nix box initiate a remote login on that account (using
an eval/alarm timeout if required).. for the win32 boxes you could just run
shutdown.exe or start a remote process to initiate a reboot.
