Look harder! rsync is listed in setup.exe, and it does work to access the Perl5 repository. I always run with CYGWIN=nontsec; otherwise rsync sometimes creates files and directories that are hard to delete again. Cheers, -Jan PS: The Perl5 repository is being transitioned to git soon. You'll find an implementation of git in the setup.exe too.
