While that is a good suggestion (especially as this list is hosted by Activestate ;-)), I would just like to add that google is your friend. For instance, when I searched for "perl ide", the third link among the commercial and other offerings was this perlmonks question "What's the best Perl IDE?": http://www.perlmonks.org/?node_id=639314 Personally I just use an editor that I like (xemacs), and the command line debugger.
