Another possible solution would be to ensure that the
CreateCGIWithNewConsole setting is one. This is done differently on IIS3
and 4 on 3 you set a registry key at
HKLM\System\CurrentControlSet\services\w3svc\parameters
of CreateCGIWithNewConsole=1
on IIS4 you use the admin script in the inetsrv\adminsamples directory and
run
adsutil set w3svc\CreateCGIWithNewConsole "1"
