you can modulate the midi events, but not getting out via the midi port. or
even play the file and use the soundcard driver to sending the file to the
port.

This might be a silly response, in which case I'm sorry,
but do you know of the MIDI::* modules?  Specifically,
MIDI::Realtime?

If they don't do it specifically, maybe looking into the
guts will help?
