The local system (and IIS) has full access to the entire perl library 
tree.  What I'm thinking, though, is that XML::Parser may be trying to 
create a temporary file somewhere and can't because of the 
permissions.  The question is where is it trying to create it.  I've tried 
tracing file system calls with filemon, but there just way too many of them.
