SOP around here is to code the frameset in static HTML and place the
required CGI scripts in the frames.  However, if you need intra-frame
communication during execution, this will not work.  Also, if you need to
use a dynamic frameset, this will not work.

I would be willing to bet that what you are trying to do cannot be done --
however, if you find a way to make a frame set and individual frames in a
single PERL run, please, tell everyone about your wizardry!
