I first needed to do this in 1997, and likewise ended up with a combination
of separate static and dynamic framesets and frames, couldn't output the
whole lot from a single execution of a cgi script. Sounds like nothing has
changed.
Which is a worry, looks like development of standards for more advanced
features in HTML, CGI, Javascript died about 3 years ago, round about the
time Netscape died.
