Gimme till tomorrow to summarize the radix/literal stuff so we can regroup and ask questions.
In the meantime, we're still trying to figure out the best way(s) to specify "this number should always be printed in hex format" or "when converting from a string, always treat the string as being in octal format". (formatted in/out from strings). Several proposals, but I think we could use a bit more discussion on what people want...
