Click on the "Perl News" link, and scroll down to the bottom of the page where it says "Add a piece of Perl News". Fill in the title, fill in the text (note that perlmonks uses HTML. So paragraphs go into <p>...</p>, the list of news should go into <code>...</code> tags). Then click "Preview", and if everything looks like you want it, to clik "Submit".
