Sure. Just use the pairs as explicit keys and values:
# Pairs as key/values...
%hash = (a=>1, b=>2);
%hash = @pairs;
# Pairs as keys and then values...
%hash{a=>1} = b=>2;
for @pairs -> $k, $v { %hash{$k} = $v }
