So to answer the original question, if you want something somewhat useable, then Rakudo Star is it. If you want stable, then it will be out at Christmas, but we're not saying which year. If you want completely, 100% finished, then the answer is no -- perl 5 isn't finished yet, and look how many years it's been running for.
