CPAN is very useful for installing Perl modules, but the manual way
still works in a pinch :)

Just go to http://search.cpan.org/dist/CPAN-Meta/ , click the
"download" link, or wget it directly - currently points to:
http://search.cpan.org/CPAN/authors/id/D/DA/DAGOLDEN/CPAN-Meta-2.110930.tar.gz

Open the tarball, cd to the created directory and run the installation manually:
perl Makefile.pl
make
make test
(as root) make install

If your CPAN still complains, continue by manually installing the
failing modules.
