I have not been following this discussion but I have a naive question. Why 
shouldn't it work for any .perldlrc? Isn't it just equivalent to 'do'.

I attach mine FYI, I do have some quite complex local.perldlrc's but they 
depend on various local data. I can supply at least an example if you like
