This is a drastic change from the current site. Whatever its merits, it cannot be included in the next round of updates because the next round of updates will basically be today.
My personal opinion: I don't like the way the mockup looks. To be clear, I know that the current site is by no means perfect, and I am willing to change it. But I don't think that your mockup is an improvement. During the whole website design I have offered dozens of ides of which only a few actually end up on the site. Anyway, as I said before, your proposal is too drastic to be included in this round of changes. Even if everyone agrees that this is the right direction to go, it would take a very long time to code all of this into a working site.
