I just checked. At least on Ubuntu, the perldl shell does function
without ReadLine. You just lose a lot of useful functionality. You
can't use the arrow keys. But otherwise it runs without error and
"exit" doesn't produce any errors.

That said, ReadLine really makes the shell a lot more pleasant. So as
long as it doesn't cause problems for users I am in favour of making
it a dependency.
