The reason for this change is that the external PDL::Graphics::PLplot
project is missing too much of the new PLplot functionality. For

attempt to update the PDL::Graphics::PLplot to be consistent with new
PLplot API was for PDL-Graphics-PLplot-0.46 which was released more
than two years ago.
I would be happy to reinstate the Perl/PDL tests by default and also
help a bit with the necessary Perl/PDL example propagation to obtain
consistency with our C examples results once PDL::Graphics::PLplot has
been updated to include the new PLplot API that has been developed
over the last couple of years.
