I don't have access to PDL stuff but all the test is doing it initializing for a transform. Can you do the equivalent conversion using the proj command line tool? If you can, then the problem is in the detection. Otherwise, you have an incomplete PROJ4 install. Please open a bug on sf.net and attached the full log of the build and fail. You can always force the build and see if it works anyway in the meantime....
