Is there a *portable* patch for Proj.pd kicking around somewhere ? Or do

Still needs doing. We probably should have an
open bug ticket to track this. I would like to
see such a portable implementation. It may be
that we have to have conditional code around the
4.8.0 version boundary.
I looked at the proj_api.h and projects.h files
from proj-4.6.1 (which is the version I have on
this cygwin system) and proj-4.8.0. It appears
there is the introduction of a new projCtx which
appears to be some sort of per-thread context.
I don't have time to see when the new API was
introduced but I think fixing PDL::GIS::Proj for
4.8.0 will be more than just a quick band aid fix.
Rob/Judd, what do you think?
