Is the following behavior of cat a bug?

    pdl> p cat(pdl(1),pdl(0,2))
    [1 2]
    pdl> p cat(pdl(0,2), pdl(1))
    [
     [0 2]
     [1 1]
    ]
In the first example, shouldn't pdl(1) outh to have been extended to a
vector adding a dummy dimension before performing the concatenation, as in the
second example?
