Probably because noone has tried running it under ActiveState before
(or maybe they did, but kept it to themselves).  I can't remember
exactly.  Is there any reference to Win32 in the archives for this
list or perlunit-devel?

I don't think it's ever been tried properly with anything other than
5.6 although the above is more likely to be an incompatability in the
Cygwin version of make than anything else.
