This is just a total guess, but when I saw the picture, the first thing I thought of were those "football shaped" spider webs that you often see in 90 degree corners (similar to the attached photo). Maybe a quick cleaning was performed at some point, and the consistency of the web material was more easily removed than whatever debris was inside the web area and remained stuck to the surface.
