For remote access you're talking about two computers, connected by a
[N]etwork. If you're sat at the server's keyboard and monitor, then yes:
a VPN would be overkill (and pretty difficult to do!).
I'm connected over the internet, secure client access is all that's
really needed it doesn't need to pretend to be a LAN.
