What chipset are you using? This may be relevant as some chipsets are not
fully compatible even when they appear to be. I remember when I was using
Fedora 6 it had a problem similar to the one you are describing. That was
with a Broadcom chipset

I am an inexperienced ubuntu user but have found for me only xubuntu works
flawlessly with my wireless setup.
Tried kubuntu as well but not as good.
