I have trouble understanding something that I found at:

It's this part that I don't really understand:

This has to do with the old ftp proxy (which runs as user proxy).
3.9 has a new ftp proxy
(http://www.openbsd.org/faq/current.html#20051116) which uses different
rules. If you want you can also install that proxy on 3.8.
