I think that means that the number it wanted to print didn't fit the
column width, e.g. on a 80 column display the rule number (and RULE
header) are truncated to two characters, and a number >99 doesn't fit.

Increase the display width, and you should see the header widen to RULE
and larger number be visible.

Same with various other fields, i.e. it's not something specific to the
rule column, but whenever a field doesn't fit the screen, '*' is printed
instead.
