you can set fillfactor to 100


alter table ... set (fillfactor = 100), see
http://www.postgresql.org/docs/9.4/static/sql-altertable.html and
http://www.postgresql.org/docs/9.4/static/sql-createtable.html#SQL-CREATETABLE-STORAGE-PARAMETERS.

And you can disable VACUUM.
