Does the website have something that extracts "devel" from the former and "16" from the latter? I see the release announcement for 16beta1 had /16/ links per [1]. So, I guess it works. I just don't know how.
The tl;dr is that the /17/ links will be available on release day. I've validated the current links using the /devel/ heading.
