“XLogInsertAllowed() is used as an end-of-recovery checkpoint is launched” 
sounds like XLogInsertAllowed() is being “used as a checkpoint,” how about 
rephrase as:

XLogInsertAllowed() is needed because an end-of-recovery checkpoint can be 
launched while recovery is still in progress,
