initdb starts postgres --single, that doesn't do BackendInitialize(),
only PostgresMain(). So, you need InitializeTimeouts() before
the RegisterTimeout() calls in PostgresMain and the elog(PANIC)
must not be in InitializeTimeouts() if called twice.
