Agreed. I did not read the whole thread (yet), but if this is something like tzdata, I would personally want to use the libuci supplied by OS, like we do for tzdata. (That said, just checked EDB's ICU support. We currently ship our own libicu there, as a part of EPAS, but I don't know the reasoning/history behind there.)
