I don't believe that's a good idea. Speaking from an ODBC pov, not only is the primary distribution for Windows, but the whole project is version independent of PostgreSQL and follows it's own release cycles entirely. Commenting more broadly on the whole thread, I think that more tarballs is a bad thing. I already get emails (both to webmaster and privately) from people not understanding what to download - more files will only make that worse.
