Bug description:Unable to send the process to background, In PHP CLI mode,

In centos running as
/usr/bin/php /tmp/test.php &
will make the process running in background. It's all working in 5.2.16 but
in 5.3.8, it's not working.
It says
[1]+ Stopped php /tmp/test.php
But it's running properly without &
Test script:
