I have tried stty -tostop, still the same
[root@localhost ~]# stty -tostop
[root@localhost ~]# php /tmp/1.php &
[1] 7172
[root@localhost ~]#
[1]+ Stopped php /tmp/1.php
[root@localhost ~]#

In centos running as
/usr/bin/php /tmp/test.php &
will make the process running in background. It's all working in 5.2.16 but in
5.3.8, it's not working.
It says
[1]+ Stopped php /tmp/test.php
But it's running properly without &
Test script:

Expected result:

The program must run in a background.
