Go to your browsers setting and ask the browser to prompt before setting cookies. in IE go to : tools -> Internet Options -> Privacy --> Advanced --> Override automatic cookie handling.
See if your page tries to set the cookie at all. If not, try to add : error_reporting(2039); maybe you are sending the headers before you set the cookie.
