$_GET and $_POST exist in CLI php, they are just empty initially:
#!/usr/bin/php
<?php
print_r($_GET);
print_r($_POST);
$_GET['x'] = 1;
$_POST['x'] = 1;
print_r($_GET);
print_r($_POST);
?>

Array

[x] => 1
)

[x] => 1
