try this :

$link = mysql_connect($host, $user, $pass);

Note : No SINGLE quotes.

In PHP, quotations are as follows

$host = 'localhost';
$a = '$host';
$b = "$host";

echo $a;

that prints $host

echo $b;

that prints localhost.
