Yep, with a regex, it's real easy (untested code):

$fileData = file_get_contents("text,txt");
$newFileData = preg_replace('/^\d+?\.\s?(.*$)/m','/$1/', $fileData);
file_put_contents("newfile.txt", $newFileData);
?>
