Erica Can I suggest that you use PGP to send the information encrypted. There is a wonderful script which can be found here:
http://www.phpuk.org/code.php We use this on various sites to encrypt sensitive information In terms of a server certificate, you will need this to protect the client from entering information into a form on the site. Server certs encrypt the traffic between the browser and the server.
