[PHP] PHP question

Are PHP script supposed to run as the user or as the web server? Currently I'm running Red Hat 7.3 with apache 1.3.x and all my PHP scripts run as apache, not as the user. I'm wonder if I can run the scripts as the user and how do I fix this?

Any help would be great!
