Err... not sure I completely understand your question. Is there a
situation where you're concerned that the meta tag above will not work?

As it stands the tag above is fully valid (except that, if you're
recoding in XHTML, you need to self-close the tag, i.e., your closing >
tag should be prefaced by a space and a forward slash, as such: ' />'
in order for it to be valid per the XHTML standard.

AFAIK every browser currently in use (even the old 4.0 browsers) will
recognize and properly execute the meta refresh tag. It's one of the
oldest tricks in the book, so to speak.
