we've had the new theme almost up and running...

To make it clear, the purpose of the UserVoice site is to provide a very
low barrier for anyone to give us feedback on the new theme. phpweb
developers should still raise bugs on bugs.php.net, copy-pasting from a
UserVoice idea if suitable, and commit against those bug numbers.

Let's hope we can continue the recent momentum and give folks the new
php.net theme that they want and deserve.
