Indeed, the so-called Olson database is maintained by IANA, see
<https://www.iana.org/time-zones>.

Yes.  There is also pecl/timezonedb which is maintained by Derick.

Certainly. :)

Anyhow, this change for Asia/Sakhalin is supposed to be already
contained in tzdata2016b (what corresponds to pecl/timezonedb 2016.2).

Nonetheless, this mailing list isn't the right place for bug reports or
feature requests regarding the language and/or its APIs. :)
